IEEE Xplore
This database includes publications from the Institute of Electrical and
Electronics Engineers (IEEE) and the Institution of Electrical Engineers
(IEE).
Only
when the cited article is published by these institutes, would
the function "Documents that cite this document" in the database
allow you to find all the citing references published by these institutes.
Here
is an example on how to search for citing references for a IEEE conference
article :
M. Ruhl, H. Hartenstein, "Optimal fractal encoding is NP-hard",
Proc. DCC'97 Data Compression Conf., IEEE Computer Society Press,
1997.
Click
on "Author Search"
Type
the author name as shown and click on 

Click
on the appropriate name.

From
the results list, click on "AbstractPlus", of the record
you wish to find the citing references.

At
the bottom of the page, see "Citing documents" to locate
any IEEE documents that have cited selected work.
